Update 9/30/12:
The IRS recently sent Indiana University a report on their examination of the medical resident fica claims. Indiana University is currently reviewing the report and has been in touch with the IRS examining agent. We believe additional information will be forthcoming from the IRS in the next 8-12 weeks. Please continue to monitor this website for further updates.
Update 8/7/12:
The IRS has informed us there will be a delay in the processing of many medical resident fica claims nationally as they work through some internal issues. Indiana University has received no further information regarding the claims it has filed. Please continue to monitor this website for further updates as we receive information from the IRS.
Update 3/15/12:
Indiana University School of Medicine (IUSM) Medical Resident FICA Claims Status tax periods 1996 through 1st quarter 2005.
The Indiana University School of Medicine (IUSM) is providing this brief update concerning the Medical Resident FICA Claims it has submitted for the tax periods 1996 through the first quarter of 2005.
Following IUSM’s initial submission of the claims, the IRS audited the initial claims during the fall and winter of 2011 and requested some adjustments and additional information. Indiana University provided the information and made the adjustments as requested and as
needed. Subsequently, IUSM then re-submitted its medical resident FICA claims for the periods 1996 through the 1st quarter of 2005 in late January, 2012. Therefore, the consent process has been closed.
At this time, it is not certain how long it will take the IRS to review the resubmission. A reasonable estimate is that it will take an additional 45-60 days to review the resubmission. But, this is nothing more than an estimate. If there are no additional changes or other issues, the IRS will issue a letter advising that the claims have been forwarded to an IRS processing unit for further review which may include calculation of the interest paid on a schedule of the taxes to be refunded quarter by quarter. This letter typically sets forth a timeframe within which the refund checks should be received. Therefore, IUSM will provide a further update when this letter is received. Based on these anticipated timelines, your refund check may not be issued to you until the Fall of 2012, or possibly longer.
We ask that you visit this website occasionally for updates. If you have specific questions (other than when your refund check will be mailed), or need to update your current address, please send a message to the following email box or fax number and we will respond to you within five business days:
Fax: 614-232-8220
We thank you for your patience as we work through this process.
Update 8/10/11:
All claims for periods 1996 through the first quarter of 2005 have been filed and are awaiting action by the IRS. Please note we have no specific information from the IRS as to when the claims will be processed. The timeline could be several months to a year, or more. Periodic updates will occur on this site as we learn additional information from the IRS.
UPDATE 2/1/2011:
FICA Consent deadline has been extended to April 12, 2011.
UPDATE-11/1/2010:
On or around November 1, 2010 the letter below was sent via regular US Mail to those individuals who have not yet responded to the medical resident consent packages sent in early September 2010. IUSM has made every effort to locate current address for its former residents, and continues to do so. If you do not receive this follow-up letter, within seven to ten days, please provide us with an email containing your current address (at IUFICA@deloitte.com) and a new consent package will be mailed to you. Alternatively, please open and print the consent package from the below .pdf link (the .pdf consists of the cover letter, FAQ, and the consent document). After you print out and read those documents, if you elect to participate, please complete the consent and return it as noted in the accompanying instructions. Questions should be directed to Deloitte Tax LLP as noted in the instructions.
UPDATE-9/8/2010
IU School of Medicine, through its tax advisors at Deloitte Tax, LLP, has begun mailing of medical resident consent packages relating to the ongoing FICA refund process. Please refer to earlier postings on this website regarding the IRS medical resident fica refund initiative.
During the week of August 30, 2010, a consent package containing an IRS consent document, a list of "frequently asked questions " and an accompanying cover letter, were sent to IUSM medical residents (via regular US Mail) that were paid stipends between January 1, 1996 and April 1, 2005. The letter was sent on behalf of IUSM by our advisors, Deloitte Tax LLP, who is assisting us in this process. All recipients are being asked to review the packet and determine (with the input of a tax advisor) whether they wish to participate in the refund process or not. If recipients elect to participate in the refund process, they will be required to complete and sign the consent form, and return it to Deloitte Tax, LLP in the enclosed self-addressed envelope (or via fax to 614-232-8220 ) no later than October 22, 2010. Copies of the cover letter, the FAQ and the consent form can be accessed by clicking the link provided below.
The consent packages were sent via regular US Mail, so please allow a week to ten days to receive your consent. IUSM has attempted to research current addresses for all former medical residents impacted. If you do not receive your consent package with a week to ten days, please provide us with an email containing your current address (at IUFICA@deloitte.com) and a new package will be mailed to you. Alternatively, please open and print the documents from the below .pdf link (the .pdf consists of the cover letter, FAQ and consent document). After you print out and read those documents, if you elect to participate, please complete the consent and return it as noted in the accompanying instructions. Questions may also be directed to Deloitte tax LLP as noted in the instructions.
POSTED - 6/21/2010
Indiana University has filed refund claims on behalf of its medical residents for stipends IUSM paid between January 1, 1996 and April 1, 2005. If Indiana University's claims are allowed, medical residents at IUSM during that time will be asked to sign and return documents (consents) provided to them by IUSM in order to "opt in" and receive their portion of the refunded taxes.
We advise you to seek information from your tax advisor regarding how participation in this program will impact you.
If and when the IRS sends the refunds to IUSM, IUSM will issue checks to eligible residents. At this time, IUSM does not know when the documents will be mailed or when refunds will be received because the IRS claims submission process is just beginning. We are working with advisors at DeLoitte Tax LLP to appropriately manage this process. IUSM wishes to begin seeking refunds from the IRS as soon as possible. Therefore we are requesting that any former medical resident during the time period from January 1, 1996 to April 1, 2005 help us by submitting their name, mailing address, email address and the dates of their IUSM residency to this secure email address: houstaff@iupui.edu.
IUSM will post updates related to the Medical Resident Refund Claims process as soon as we receive further information from the IRS.
Thank you.
